USPS mail handler (NPMHU) pay scale
Mail handlers are paid on two tables depending on career appointment date, each with grade 4 and grade 5. Annual rates by step, effective September 6, 2025.
- Mail handler annual wage rates effective September 6, 2025 (PP 20-2025), Table 1 (RSC M): career appointments prior to February 15, 2013: from $52,854 (Grade 4, step AA) to $77,267 (Grade 5, step P), per National Postal Mail Handlers Union, effective .
- Mail handler annual wage rates effective September 6, 2025 (PP 20-2025), Table 2 (RSC M7): career appointments on or after February 15, 2013: from $46,023 (Grade 4, step AA) to $77,267 (Grade 5, step P), per National Postal Mail Handlers Union, effective .
- Full-time flexible mail handlers: $44,132 (grade 4) and $45,800 (grade 5). Mail handler assistants (hourly, effective November 16, 2024): grade 4 $19.02 step A, $19.52 step B; grade 5 $20.01 and $20.51.

COLA and general increases
Postal pay tables move twice a year with cost-of-living adjustments (COLA) tied to the CPI-W, plus the general wage increases written into each union's national agreement. The effective date on each table above is the pay period in which the latest COLA was folded into the base rates; the unions' notes on which increases are included are reproduced under each grid.
Rural carriers (NRLCA) are not indexed: the NRLCA publishes its evaluated-route pay tables to members, and no public step-and-grade table was available to parse.
